
Following a period of stagnation, the Franco-German partnership faces significant challenges in its “revival,” despite a warm initial meeting between new German Chancellor Friedrich Merz and French President Emmanuel Macron in Paris on Wednesday, May 7.
Both leaders emphasized their “friendship” and commitment to Franco-German cooperation, agreeing on the need to revitalize the relationship after nearly four unproductive years under former Chancellor Olaf Scholz. Modest announcements included more frequent meetings of the existing Franco-German defense council and promises of deeper cooperation in areas such as defense, beyond existing aircraft, tank, and missile projects.
The meeting was overshadowed by Chancellor Merz’s unexpectedly difficult election in the Bundestag, requiring two votes due to defections within his own party. This political setback has weakened Merz’s position. The uncertainty surrounding his ability to travel to Paris and Warsaw as planned was resolved at the last minute. “I promised I would be here on time,” Merz joked upon greeting Macron.
