
BENUE STATE, Nigeria – Joseph Terlumun Utsev, Nigeria’s Minister of Water Resources and Sanitation, has initiated a medical outreach program in Benue South Senatorial District (Zone C), sparking debate about the prioritization of healthcare services over the region’s pressing need for improved water infrastructure.
The medical outreach, which began on April 3, 2025, in Owukpa, Ogbadibo Local Government, and continued in Otukpo on April 4th, provided free medical services to residents. The initiative aims to address immediate health needs in areas where access to healthcare is limited.
While some have questioned the focus on healthcare over water infrastructure, supporters argue that the two are not mutually exclusive. They contend that a healthy population is better positioned to participate in and benefit from long-term development projects, including those related to water infrastructure.
Minister Utsev is also reportedly working to address the water crisis in Benue South, focusing on revitalizing the long-abandoned Otobi Water Works and exploring sustainable solutions for access to clean water. These efforts are ongoing, reflecting a commitment to resolving the region’s water scarcity issues.
The Minister’s approach suggests a recognition of the multifaceted nature of development. By addressing immediate health needs while simultaneously working on long-term infrastructure projects, he is taking a comprehensive approach to improving the quality of life for the people of Benue South.
