Governor Dikko Radda of Katsina State on Tuesday signed a comprehensive Executive Order aimed at curbing rising cases of miscreant activities and thuggery across the state.
The order, titled Miscreant Activities (Suppression) Order, 2026, was signed at the Government House in Katsina. It establishes a strong legal and institutional framework for the prevention, control and prosecution of gang-related activities.
Speaking at the signing, the governor said the decision was necessitated by the increasing incidents of gang violence, street thuggery and public disorder, particularly in urban centres.
He reiterated that the government would not tolerate any form of lawlessness or actions capable of undermining public peace and safety.
The Executive Order, issued pursuant to Section 5(2) of the Constitution of the Federal Republic of Nigeria (1999, as amended) and relevant provisions of the Penal Code, empowers authorities to take coordinated and decisive action against all forms of thuggery and related offences.

A key component of the order is the establishment of the Katsina State Kauraye and Thuggery Suppression Task Force, a multi-agency security outfit mandated to prevent, suppress, investigate and prosecute individuals and groups involved in criminal activities.
The task force comprises representatives from key security and government institutions, including the Nigeria Police Force, the Department of State Services (DSS), the Nigeria Security and Civil Defence Corps (NSCDC) and the National Drug Law Enforcement Agency (NDLEA).
Other members include the Katsina State Community Watch Corps, the Katsina State Hisbah Board, relevant ministries and the Association of Local Government Chairmen (ALGON).
According to the governor, the task force is responsible for identifying, monitoring and dismantling miscreant and Kauraye networks, conducting intelligence-led operations, arresting offenders and ensuring their prompt prosecution in accordance with the law.
He added that the task force would intensify surveillance in identified hotspots, confiscate weapons and other dangerous items used in criminal activities, and work closely with communities to prevent the recruitment of youths into such groups.
Governor Radda warned that anyone found engaging in thuggery or related offences would face the full weight of the law, stressing a zero-tolerance stance on criminal behaviour.
To strengthen enforcement, he also announced the establishment of mobile courts to ensure the swift trial and prosecution of offenders.
“The Honourable Attorney-General will work closely with the Office of the Chief Judge to establish mobile courts that will fast-track cases related to miscreant, Kauraye and ‘ɓata-gari’ activities,” he said.
The governor further stated that the task force would operate under the coordination of the Ministry of Internal Security and Home Affairs, in collaboration with relevant security agencies, to ensure effective implementation of the order.
He reassured residents of his administration’s commitment to safeguarding lives and property, describing the Executive Order as a decisive step towards restoring peace, public safety and social stability in the state.
“We will not allow lawlessness to thrive in our state. This action demonstrates our resolve to protect our communities and uphold the rule of law,” the governor said.
Dignitaries present at the event included the Secretary to the State Government, Alhaji Abdullahi Garba Faskari; Chairman of Katsina Local Government, Hon. Isah Miqdad; Principal Private Secretary to the Governor, Abdullahi Aliyu Turaji; and Chairman of the Hisbah Board, Malam Abu Ammar.
Others were the Permanent Secretary, Government House; Commissioner for Internal Security and Home Affairs, Nasiru Mu’azu Danmusa; Commissioner for Justice, Barrister Fadila Mohammed Dikko; and a representative of the Commissioner of Police, Katsina State Command.
